[Qsi_beneficiaries] Information for all beneficiaries at QSI.

Dear all,

I started exploring the options for running the PQSchool as planned in 
March '24 and that should not be a problem. However, Silvia just told me 
that the QKD school is considering to move to February which would make 
the schools clash somewhat (not sure if many senior people are willing / 
able to travel that frequently). Can you let me know more about the 
plans for the QKD school? Moving the PQC school to summer would be a 
really bad idea as there are already several summer schools on crypto in 
summer, hence, I would generally prefer to stick with March for that one 
and not move a lot.
